Abstract
Inter-regional cooperation serves as a collaborative governance instrument to strengthen capacity and optimize resources, as outlined in the Ministry of Home Affairs Regulation Number 22 of 2020. This study is motivated by persistent issues in the implementation of such cooperation, particularly regarding communication, coordination, and procedural execution. The study aims to inspect the implementation of inter-regional cooperation policies, measure cooperation success, and test the impact of policy implementation on success within the West Sumatra Provincial Government. An associative quantitative method was adopted, involving a population of 180 regional government agencies acting as cooperation partners; a sample of 64 respondents was determined using the Slovin formula. Data were collected via Likert-scale questionnaires based on Edwards III’s indicators and William N. Dunn’s success criteria, then analyzed using simple linear regression. The results indicate that policy implementation falls into the "fairly good" category (mean: 33.53), while cooperation success remains in the initial stage (mean: 7.77). Policy implementation significantly influences cooperation success (t-calculated 7.025 > t-table 1.990; sig. 0.000). The model accounts for 42.3% of the variation in cooperation success, with 57.7% attributed to factors outside the model. These findings stress that while policy implementation is linked to cooperation success, it is not the sole influencing factor.
